Role Summary

The Senior Engineer (Transportation & Stormwater) is a senior-level professional responsible for planning, managing, and implementing the City’s Traffic Operations Program, NPDES MS4 Program, Community Rating System (CRS) Program, and transportation and stormwater planning initiatives. The role leads the development and execution of the Transportation and Stormwater Capital Improvement Programs (CIPs) and provides both technical expertise and administrative oversight for key infrastructure operations.

This position serves as a primary liaison among the City, consultants, regulatory agencies, contractors, and the community, ensuring the delivery of safe, compliant, and sustainable infrastructure systems. Work is performed under the general direction of the Public Works Director with significant independence, professional judgment, and initiative.

Essential Job Functions

Program & Regulatory Oversight

Lead and manage the City’s Traffic Operations Program, including signal optimization, signage, pavement markings, and intelligent transportation systems (ITS).

Administer the NPDES MS4 Program, ensuring compliance with inspection, reporting, public outreach, and pollution prevention requirements.

Oversee the City’s participation in the FEMA Community Rating System (CRS) to maintain or improve flood insurance discounts.

Planning & Infrastructure Development

Coordinate multimodal transportation planning, stormwater master planning, and long-term infrastructure investment strategies.

Plan, budget, design, and manage Transportation and Stormwater CIP projects from concept through construction close-out.

Lead procurement and contract management for engineering design, surveying, geotechnical, environmental, and construction services.

Project & Engineering Review

Ensure all projects meet City, FDOT, FDEP, FEMA, EPA, and federal standards.

Coordinate permitting, utility conflict resolution, and interagency collaboration.

Review development plans, engineering designs, stormwater models, traffic analyses, and construction documents for regulatory compliance.

Develop and maintain design standards and technical specifications for infrastructure systems.

Technical & Administrative Leadership

Provide technical expertise on traffic operations, drainage, flooding, roadway performance, and engineering issues.

Prepare reports, operational plans, grant applications, and presentations for senior leadership and elected officials.

Supervise the Transportation Coordinator, Traffic Operations Manager, and NPDES MS4 Inspectors, including performance management and mentorship.

Coordinate cross-functional and field staff to support departmental objectives and project priorities.

Community, Agency & Emergency Coordination

Represent the City at public meetings, advisory boards, and regional planning groups.

Engage the community through outreach, technical assistance, and prompt response to transportation and stormwater concerns.

Collaborate with Emergency Management, Community Development, and Utilities on regulatory reporting, emergency preparedness, and public safety.

Participate in EOC activations and interagency coordination as needed.

Other Duties

Manage customer inquiries and service requests professionally and effectively.

Support continuous improvement, innovation, and superior customer service across departmental functions.

Perform other duties as assigned.

Knowledge, Skills & Abilities

Engineering Expertise

Advanced knowledge of civil, transportation, and stormwater engineering principles.

Proficient in roadway design, traffic signals, hydrology/hydraulics, floodplain management, and low-impact development (LID) practices.

Strong understanding of standards and codes, including:

FDOT Design Manual, FDOT Green Book

AASHTO design guidelines

MUTCD

EPA, FDEP, SJRWMD permitting

FEMA CRS requirements

NPDES MS4 regulations

Project Management & Technical Skills

Ability to deliver large-scale CIP projects on time and within budget.

Skilled in contract management, budgeting, procurement, and scheduling.

Ability to interpret engineering reports, modeling outputs, and geotechnical data.

Strong analytical skills for addressing traffic congestion, flooding, and infrastructure deterioration.

Effective technical writing skills for reports, specifications, grants, and correspondence.

Strong public communication skills, with the ability to communicate technical concepts to all audiences.

Software & Tools

Proficiency in:

AutoCAD Civil 3D

ESRI ArcGIS

Synchro, VISSIM

ICPR, SWMM, HEC-RAS, PONDS, MODRET

Microsoft Office Suite

Preferred experience with:

Asset management software (Brightly, Tyler Logistics, Cityworks, Cartegraph)

Project tracking/document management tools (e-Builder, ProjectDox)

Competent in field equipment use: GPS units, measuring wheels, flow meters, turbidity meters.

Able to use appropriate PPE and operate a city vehicle for site inspections.

Strong commitment to data security, confidentiality, and compliance with public records laws.

Minimum Qualifications

Bachelor’s degree in Civil Engineering or a closely related field.

Minimum seven (7) years of progressive experience in transportation and stormwater engineering.

Minimum three (3) years in a supervisory or project management role.

Professional Engineer (P.E.) license in the State of Florida.

Certified Floodplain Manager (CFM) or ability to obtain within 12 months.

Valid State of Florida driver’s license.

Preferred Qualifications

Professional Traffic Operations Engineer (PTOE) certification.

Master’s degree in Civil Engineering or a related field.

Prior municipal government experience
